Before us stands a majestic building in the neoclassical style with Art Nouveau elements, demonstrating an eclectic architectural approach. The facade is executed in an elegant color scheme: a creamy-yellow main tone with decorative green and terracotta accents, creating a tricolor horizontal articulation.

Compositionally, the facade is symmetrical, with an expressive central avant-corps crowned by a sculptural group, presumably depicting horsemen. On the sides are arched elements with decorative framing, emphasizing the central axis of the building. The upper floor is designed with a mansard roof featuring characteristic semicircular windows, giving the building a European appearance.

The first floor is highlighted with terracotta finishing and arched openings forming an arcade, which creates a visual foundation for the entire structure. The rhythmic arrangement of windows on the facade is accentuated by decorative elements between floors, while a green horizontal stripe in the middle of the facade serves as a compositional divider.

Special expressiveness is added to the building by the side sections with semicircular completions and floral ornaments. The building is surrounded by well-maintained grounds with elegant streetlamps and flower beds, emphasizing its representative character. The cobblestone square in front of the building complements the architectural ensemble.
