Rosstandart Approves New Standards for Fastening the Insulation Layer of Facade Systems

As of March 1, 2019, two new GOST standards for plate anchors used to fasten the thermal insulation layer in external rendered facade thermal insulation composite systems have come into force in the Russian Federation.

GOST R 58359-2019 sets the technical requirements for disc anchors, their construction, their operating temperature range, the material of the disc dowel, transportation and storage conditions, and anchor installation parameters.

GOST R 58360-2019 establishes the methods and conditions for testing disc anchors and anchor fasteners.

Until now, the requirements for plate anchors were not regulated at all. The arrival of these GOSTs did not change the situation radically: this certification is voluntary and does not obligate anyone to anything, since a technical certificate is sufficient.

S.V. Alyokhin, president of the Facade Union and general director of the Center for Facade Systems, points to a number of other problems. First, the approved standard is tailored to a particular manufacturer, i.e., the direct influence of business. Second, manufacturers buy fake certificates of conformity without carrying out the necessary research and testing.

In essence, insulation dowels are used to attach any thermal insulation material to any substrate, which means they are directly tied to the durability and reliability of facades.

According to S.V. Alyokhin, as of 2019 such anchors are not used in the Russian Federation, and their production is hindered by demanding technological requirements, by their high cost, and by the need to keep construction costs down.
